Have you tried the 'Connect with Flex Track' function from the Assistants in the toolbar?

Hello Will,

as per our recent email conversation: Baseboard layers can contain only baseboard elements.
You can select a plain tracks layer in the Layer List to the right to insert tracks or shapes!

We could just add the border segments as tracks though they'd have the same width as regular tracks - and would snap to them.
Being tracks they'd also be part of the length calculation..
