Marking Terrain Areas

Can anyone explain how to mark general layout areas on a RMP design?
The attached image is a snapshot from our Community Layouts by Erka. It doesn't look like Erka is using the standard polygon shapes but rather curved spaces which are then filled. The areas on the attached image show roads, hills and lowland pasture as distinctive colours.
I appreciate there are trees and buildings in the libraries, so it is more about the general 'geography' of the area.
Is it a case of preparing an image in another graphics tool which is them imported as a layer?
