Orphaned Track Elements

I must be doing something wrong, I looked through the documentation and can't find it . .

I created a large layout, all of the tracks snapped together and the layout went together fine.

When I pick CLEAN UP LAYOUT, every single track is orphaned.

What am I missing??????

If this is an easy answer, I'm sorry. I can't find the solution anywhere.
